tracking station reports aquisition of signal from the KerBalloon probe, launch ctrl says it's at 6.6km & climbing steadily over target area

despite careful monitoring of launch conditions balloon did not make max alt & burst short @ 21.7km. Chute pre-deploy confirmed before LOS
